In a speech to the Houston Forum yesterday, House Majority Whip Tom DeLay called for the United States to attack Iraq. During his speech, Mr. DeLay correctly stated "the rule of law" is one of the "bulwarks of liberty."
Unfortunately, the crux of Mr. DeLay's speech was his statement that the "question is not whether to go to war...." But that is precisely the question and the question that Congress must properly answer.
Unlike many countries of the world (including Iraq), the United States is a nation of laws, not of men. Our law gives Congress the authority to declare war and grants the authority to execute a congressionally declared war to the president as commander-in-chief of our nation's military (separation of powers).
Should the United States attack Iraq? As that question becomes more intensely and widely debated by all Americans, let's remember it must be answered by Congress and only Congress. If Congress answers yes, Congress must pass a declaration of war by a recorded vote. Anything less, will make our nation not one of laws, but one of men -- and will, therefore, make our country not much different than Iraq.
Please urge Mr. DeLay to support a debate and a recorded vote by Congress. The United States is a country of laws, not of men. In our republic, our law says Congress must decide.
